Narrative Summary
The American Rescue Plan Act of 2021 (ARPA) is Federal funding to school districts available through September 30, 2024, to be used to address the educational impact of the COVID-19 pandemic on children, their families and educational institutions. The federal allocation of the ARPA Act is $4,755,102.
The Coronavirus Response and Relief Supplemental Appropriations Act of 2021 (CRRSA) is Federal funding to school districts available through September 30, 2023, to be used to address the educational impact of the COVID-19 pandemic on children, their families and educational institutions. The federal allocation of the CRRSA Act is $4,218,596.
General Requirements:
- Plans must be posted on the district website by July 1, 2021.
- Plan will designate how these funds will be spent.
- The District will prioritize the spending on non-recurring expenses.
- District shall seek public comment from parents, administrators, teachers and other stakeholders.
A requirement of the American Rescue Plan is that 20% of the funds must be set aside for specific learning loss in students. This is not a requirement of the CRRSA funding.
Spending priorities on non-recurring expenses will be as follows: (Red indicates 20% which must be spent for learning loss).
- Safely returning students to in-person instruction;
- Maximizing in-person instruction time;
- Operating schools and meeting the needs of students;
- Purchasing educational technology;
- Addressing the impacts of the COVID-19 pandemic on students, including the impacts of interrupted instruction and learning loss and the impacts on low-income students, children with disabilities, English language learners, and students experiencing homelessness;
- Implementing evidence-based strategies to meet students’ social, emotional, mental health, and academic needs;
- Offering evidence-based summer, after school, and other extended learning and enrichment programs; and
- Supporting early childhood education.
American Rescue Plan Act (ARPA) & CRRSA Allowable Uses:
- Addressing learning loss among students, including low-income students, children with disabilities, English learners, racial and ethnic minorities, students experiencing homelessness, and children and youth in foster care, of our school district, including:
- Administering and using high-quality assessments that are valid and reliable, to accurately assess students’ academic progress and assist educators in meeting students’ academic needs, including through differentiating instruction;
- Implementing evidence-based activities to meet the comprehensive needs of students;
- Providing information and assistance to parents and families on how they can effectively support their children, including in a distance learning environment; and
- Tracking student attendance and improving student engagement in distance education.
- Coordination and preparedness and response efforts of school districts with state and local agencies.
- Activities to address the unique needs of low-income children or students, children with disabilities, English learners, racial and ethnic minorities, students experiencing homelessness, and foster care youth.
- Developing and implementing procedures and systems to improve the preparedness and response efforts of our school district.
- Training and professional development for staff on sanitation and minimizing the spread of infectious diseases.
- Purchasing supplies to sanitize and clean the facilities of our school district.
- Planning for, coordinating, and implementing activities during long-term closures, including providing meals to eligible students, providing technology for online learning to all students, providing guidance for carrying out requirements under the IDEA and ensuring other educational services can continue to be provided consistent with all Federal, State, and local requirements.
- Purchasing educational technology (including hardware, software, and connectivity) for students who are served by our school district that aids regular and substantive educational interaction between students and their classroom instructors, including low-income students and children with disabilities, which may include assistive technology or adaptive equipment.
- Providing mental health services and supports, including through the implementation of evidence-based full-service community schools.
- Planning and implementing activities related to summer learning and supplemental after school programs, including providing classroom instruction or online learning during the summer months and addressing the needs of low-income students, children with disabilities, English learners, migrant students experiencing homelessness, and children in foster care.
- School facility repairs and improvement to enable operation of schools to reduce risk of viris transmission and exposure to environmental health hazards, and to support student health needs.
- Inspection, testing, maintenance, repair, replacement, and upgrade projects to improve the indoor air quality in school facilities, including mechanical and non-mechanical heating, ventilation, and air conditioning systems, filtering, purification and other air cleaning, fans, control systems, and window and door repair and replacement
- Developing strategies and implementing public health protocols including, to the greatest extent practicable, policies in line with guidance from the CDC for the reopening and operation of our school facilities to effectively maintain the health and safety of students, educators, and other staff.
- Other activities necessary to maintain the operation of and continuity of services in our school district and continuing to employ existing staff of our school district.

- Planning to hire (12) additional staff members for Academic Intervention Services (AIS).
- Planning to hire four (4) district-wide Social Worker.
- Planning to hire one (1) Elementary Counselor.
- Place two (2) current teachers on special assignment (TOSA) to assist with the direction of identifying and addressing learning gaps (ELA & Math).
- Creating a Grade 2 teacher at Pinehurst.
- Creating a Grade 3 teacher at Big Tree.
- Planning to increase an elementary Math Intervention Specialist for Pinehurst.
- Add three Buildings & Grounds positions.
- Planning to offer student AP Environmental Science at the High School.
- Purchase curriculum materials and leveled books for elementary classrooms.
- Funds necessary for Student Academic Intervention Services (SAIS).
- Rental of exterior tents.
- Purchase of chrome books for students and laptops for teachers.
- Purchase of smart boards for classrooms.
- District-wide computer server capacity.
- District-wide educational software for individualized learning.
- Educational Instructional Equipment & Supplies , including musical instruments, Steam, Science, Math, Art, Library, Physical Education & Health equipment.
- Purchase library books, software & periodicals for the district’s media centers.
- Replace old kitchen supplies & equipment.
- Purchase District-wide maintenance equipment & supplies.
- Minor repairs to district property & buildings.
- Boiler for Frontier Educational Center
- Exterior doors (Front Door ) at Frontier Educational Center
- Gravity vented roof top units at Cloverbank, Big Tree, Blasdell Elementary Schools
- Increase the amount of children literature books.
- Establish a book library for teachers.
